February marked Julia Carroll's one-year anniversary as Evanston's City manager. She followed her predecessor Roger Crum's tenure of nearly a decade and inherited a team of public service professionals who had worked together for many years. Mayor Praises City's Growth

"Economic Growth in Evanston" was the title Mayor Lorraine Morton gave her State of the City address at the Chamber of Commerce award luncheon on Feb. 27.

In a speech that lasted some 30 minutes, the Mayor spoke of Evanston's economic strength, of being "a restaurant city" that attracts patrons from Chicago and the suburbs, and of the negative impact of businesses that have left. MORE...
