District 65 School Board Discusses Placing TWI at Bessie Rhodes
At the Nov. 6 District 65 School Board meeting, administrators recommended  adding two strands of the Two-Way Immersion (TWI) program at  Dr. Bessie Rhodes School of Global Studies. The recommendation is to start TWI in the kindergarten classes at Bessie Rhodes in the fall of 2018, and then to expand the program by one grade level each year up through eighth grade.
Rather than rejecting Bessie Rhodes as the site or considering another school as the site, most Board members seemed to focus on how to make the transition as smooth as possible and in the least disruptive way possible.

ETHS SAT Scores Show Wide Gaps in Meeting Learning Standards
In setting the benchmarks scores at 540, ISBE decided to use scores that are higher than those used by the College Board, the owner of the SAT, to reflect college readiness.

Friction on the District 202 School Board
On Nov. 13, Pat Savage-Williams, President of the District 202 School Board, began the public business section of the Board’s meeting by moving an obscure agenda item listed at the end of the agenda to the Board’s first discussion item, saying, “It involves a breach of confidentiality. I want to be very transparent and clear about this.”

EC2C Creating a Culture of Partnering to Help Children Succeed
On Oct. 27, the Evanston Cradle to Career (EC2C) initiative held its quarterly partners meeting at Evanston Township High School, attended by leaders of more than 30 partnering organizations. The partners announced how $172,500 in recent funding from United Way of Metropolitan Chicago would be allocated, and they discussed a “bold goal” around kindergarten readiness.

ETHS Reports on Annual Student Achievement Measures
Under Illinois’ ESSA Plan, the report says, some of the criteria that students need to meet to be considered college and career ready are: 1) a high school GPA of 2.8 or greater; and 2) 95% attendance; and  3) one academic indicator in English/language arts (ELA); and 4) one academic indicator in mathematics.

D65/202 Joint Achievement Report: First Glimpse at College Enrollment by Race/Ethnicity
A high percentage of two cohorts of black and Hispanic District 65 students who were eighth graders in 2009-10 and 2010-11 went on to graduate from ETHS within five years and then enroll in a post-secondary institution.

Recommended Site(s) For Two TWI Strands to Be Presented on Nov. 6
On Oct. 9, Stacy Beardsley, District 65’s Assistant Superintendent of Curriculum and Instruction, presented a report to the School Board laying out the need to expand the Two-Way Immersion (TWI) program at the K-5 grade levels and identifying proposed criteria to use in selecting a school or schools at which to locate the new TWI strands.

Update on Identifying Indicators of College Readiness
In the Superintendents’ Joint Achievement Report, Mr. Godard and Dr. Levy said, “college success” would be defined “as enrollment in a post-secondary institution [defined to include both two- and four-year colleges] for five consecutive semesters.”

ETHS Continues to Increase Access and Success to AP Programs
Participation in AP classes is up 120% since 2006-07. Each subgroup has made gains, but gaps in access and success persist, said Dr. Bavis.

OPAL Demands Action and Accountability at D65, Dr. Goren Responds
Citing data from 1967 and 2016, members of OPAL, Organization for Positive Action and Leadership, said the achievement gap between white and minority students has worsened over 50 years and called for a sense of urgency on the part of School District 65 to take action to address it.

About 50 individuals from School Districts 65 and 202 attended this year’s National Summit for Courageous Conversation (NSCC) held on Oct. 14-18 in Detroit. Staff and Board members discussed their experiences at the conference and how it relates to the Districts’ work on equity during the Oct. 23 joint School Board meeting.

About 50 people have contacted the Evanston Police Department with information about alleged sexual misconduct by a former Evanston Township High School teacher.

The overall conclusion is that ETHS remains at the lower end of the second highest possible level – that ETHS is “organized for improvement.”
