City Staff 'Settles' Waste Transfer Dispute Without Consulting Council
A long simmering dispute over the waste transfer station on Church Street appeared close to settlement on Jan. 25. But, when the matter came before the Administration and Public Works Committee, it became apparent that no one on City Council knew anything about the proposed settlement before Friday’s packet release at the earliest. The Committee voted to hold the matter until residents and the Second and Fifth ward aldermen had an opportunity to review and provide input into the negotiated terms.

Robert Crown Fundraising To Begin in Earnest
For Years Evanston has been flirting with the idea of launching a full blown fundraising campaign to build a new Robert Crown Center. The flirtation turned the corner and entered a certain realm of reality on Jan. 19, when City Council agreed to proceed with the recommendations submitted by the City’s fundraising consultant, Chicago-based Community Counceling Services Co. (CCS).

Commission Recommends 831 Emerson St. Project
On Jan. 11, the City’s Plan Commission concluded the public hearing on the multi-level apartment building proposed for 831 Emerson St., and it unanimously decided to recommend that City Council approve the project, subject to 11 conditions. Approximately 30 residents attended the hearing, 16 of whom voiced opposition to the project.

More Tasers Coming to the EPD
City Council approved the purchase of 30 new Taser devices for use in the field, complete with high definition cameras designed to record each and every use of the devices, at its Jan. 25 meetig. The Tasers will be paid for out of funds seized by the police in narcotics arrests

Proposed Northwestern Baseball Scoreboard Brings Out Wilmette Residents
Northwestern University is seeking approval of a new scoreboard in right field of its new baseball stadium on the far northern edge of Evanston at Isabella Street and Ashland Avenue. After approval at the Zoning Board of Appeals level, the application landed at the City’s Planning and Development Committee on Jan. , where it met with vocal protest from Wilmette neighbors along the Isabella corridor.

Highlights from the Jan. 25 City Council Meeting
City Council continue to step gingerly into 2016, short-staffed and short an alderman. Business continues apace, and yet is seems as if the bigger decisions loom as staff limbo and state budget limbo continue. City Manager Wally Bobkiewicz is out on paternity leave. Mayor Elizabeth Tisdahl read a report from Mr. Bobkiewicz, saying, “We are doing great. Baby Wally is sleeping well.” Mr. Bobkiewicz is expected to return in February.

Human Relations Commission and First Bank & Trust Present Essay Scholarship Award
First Bank & Trust Corporate Secretary Joan Yohanan and City of Evanston Mayor Elizabeth Tisdahl presented a $1,000 scholarship award to Evanston Township High School alumnus Andre Wallace at the Jan. 11 City Council Meeting. Andre wrote the winning essay in a scholarship contest hosted by the City of Evanston’s Human Relations Commission (HRC) and sponsored by First Bank & Trust.

DPOE Announces Its Endorsements for March 15 Primary
On Jan. 10, members of the Democratic Party of Evanston cast ballots to determine whom they will endorse in the March 15 Democratic Primary. In competitive races, the nearly 200-member organization will support Hillary Clinton for President, Tammy Duckworth for U.S. Senate, Kim Foxx for Cook County State’s Attorney, and Josina Morita, Mariyana Spyropoulous, and Tom Greenhaw for Metropolitan Water Reclamation District, said DPOE in a prepared statement.

Police Take 41 Firearms Off The Streets in Four Months
In response to community concerns about violence involving the use of handguns, the Evanston Police Department implemented a violence-reduction strategy in September 2015. The initiative included both the police department and the community working together to have a positive impact on reducing violent crime and other criminal activity through assigning two members from the department’s Neighborhood Enforcement Team and Tactical Unit to work at strictly recovering firearms,” said Commander Joseph Dugan of the Evanston Police Department.

Hemingway Appointed Director of Parks, Recreation and Community Services
City Manager Wally Bobkiewicz has appointed Lawrence C. Hemingway as the City’s Director of Parks, Recreation and Community Services. Mr. Hemingway has served as Director of Parks and Recreation for Wayne County Parks in Westland, Mich., since 2010. He will begin his work at the City of Evanston on Feb. 8.

Council Nuggets: Highlights from the Jan. 11 City Council Meeting
Apparently, there was not a lot of pent-up activity building over the holidays among either City staff or Evanston residents. Council's 2016 kicked off with one of the shortest meetings in recent memory, a meeting that included but one single public-comment speaker and not a single debated agenda item.

King Holiday Schedule
The City of Evanston has announced changes in service delivery and facility schedules in recognition of the Martin Luther King, Jr. Holiday, Jan. 18. There will be no solid waste or recycling collections on Jan. 18. All collections will occur one day later in the week. Thursday residential recycling and Friday condo recycling collections will both occur on Friday, Jan. 22.
